ANSWER: They had the intention to go to Gaza. Gaza is under Israeli blockade. Therefore if the activists intend to breach the blockade, Israel will consider them having the intention for illegal entry into Israel. I know, it is a BS logic because the premise is wrong. First, the activists were captured on high seas, not Israeli territorial waters. Second, Israel has no right to raid people just because of their intention as long as this intention has not yet materialized. there were other ways to stop them.
