OSLO (Reuters) - U.S. President Barack Obama won the Nobel Peace Prize on Friday for giving the world "hope for a better future"  with his work for peace and calls to reduce the global stockpile of nuclear weapons.

The Norwegian Nobel Committee praised Obama for "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples."

The first African-American to hold his country's highest office, Obama has called for disarmament and worked to restart the stalled Middle East peace process since taking office in January.

"Very rarely has a person to the same extent as Obama captured the world's attention and given its people hope for a better future," the committee said in a citation.

It awarded the prize to Obama less than nine months into his presidency. Despite setting out an ambitious international agenda, he has yet to score any breakthrough on the Middle East or Iran's nuclear program, and faces difficult choices on the conduct of the war in Afghanistan.

AND WHILE WE ARE AT IT, though Iran has the right to its nuclear program like so many other nuclear nations including Israel, why is he closing his eyes on Israel's nuclear capabilities? Isn't this called political hypocracy? So do we give Nobel prizesto hypocrates? (my comment)

Last month Obama chaired a historic meeting of the United Nations Security Council, which unanimously approved a U.S.-drafted resolution calling on nuclear weapons states to scrap their arsenals.

Obama is the third senior U.S. Democrat to win the prize this decade after former Vice President Al Gore won in 2007 along with the U.N. climate panel and Jimmy Carter in 2002.

Under the understanding, the U.S. has not pressured Israel to disclose its nuclear weapons or to sign the nuclear Non-Proliferation Treaty (NPT) , which could require Israel to give up its estimated several hundred nuclear bombs. Israel had been nervous that Mr. Obama would not continue the 1969 understanding because of his strong support for nonproliferation and priority on preventing Iran from developing nuclear weapons. The U.S. and five other world powers made progress during talks with Iran in Geneva on Thursday as Iran agreed in principle to transfer some potential bomb fuel out of the country and to open a recently disclosed facility to international inspection. Mr. Netanyahu let the news of the continued U.S.-Israeli accord slip last week in a remark that attracted little notice. He was asked by Israel's Channel 2 whether he was worried that Mr. Obama's speech at the U.N. General Assembly, calling for a world without nuclear weapons, would apply to Israel.

As for Obama's outreach to the Muslim world. It is all politics and tactics. He just told the Muslim world what they wanted to hear, quoting verses from the Qur'an and talking of the Mslim's great achievement throughtout history. Who would't like hearing that. But let us take him to the test.

...The most likely tactical considerations behind the administration’s decision [to block Goldstone] seem short-sighted. Its move likely responded to the intense public and private Israeli campaign against the report, and probably aimed at winning back some positive relations with the Israelis and maintaining momentum on the peace process. But if the administration’s hope was that killing the report would make the issue quietly go away while winning some political capital with the Israelis, it is likely to be disappointed. Quite the contrary: the report is becoming a major political issue in the Arab world, badly damaging the legitimacy of the Palestinian Authority, while Obama seems to be getting little credit from Israeli public opinion or the Israeli governmen.

…There seems to be little question that Abbas’s decision to go along with American pressure will have a significant impact on the popularity and legitimacy of the PA…Whatever gains made by Fatah after its Bethlehem conference and by Fayyad with the announcement of his agenda for a Palestinian state are likely to be washed away in this deluge. The credibility of the Hamas narrative about the PA’s collaboration with Israel and unrepresentative nature will be strongly enhanced. And it will not help Salam Fayyad establish authority that he has been fingered by some sources as the person directly responsible for the decision.

Why was the PA leadership put in this untenable situation? The Obama team has consistently identified building Palestinian Authority legitimacy and capacity as a key part of its strategy. Did nobody consider the impact that such an important symbolic issue as the perceived suppression of the Goldstone report would have on this supposedly crucial dimension of the strategy?

At the wider Arab level, the American stance on the Goldstone report has galvanized doubts about the credibility of Obama’s outreach to the Muslim world and claims to genuine change. The skeptics who demanded deeds to match words are having a field day. Obama's inability prevails in the battle over the settlements, and hurts Obama’s credibility with the Arab world for prioritizing the issue.

But the Goldstone report decision looks to most of the Arab public as a straightforward capitulation to Israel and abdication of any claims to the moral high ground. It will further undermine the Cairo promises, which look ever more distant.

In short, the granting of the Nobel prize does not really thrills me for some reasons: 1. the man has not yet achieved that much to be awarded. Critics called the Nobel committee's decision premature, given that Obama has achieved few tangible gains as he grapples with challenges ranging from the war in Afghanistan and the Israeli-Palestinian conflict to nuclear standoffs with Iran and North Korea, and 2. The prize has been given before to the war-criminal, Menachem Begin and the Tyrant/trairor, Anwar El-Sadat, who betrayed his people in Camp David. The prize was given for the same reason, "PEACE", the actual meaning of which has been more than one time aborted by the mid-wife's hand of Mr. Nobel.

So did Menachem Begin, a war criminal in Palestine, who on 20 September 1940 was arrested by the NKVD and detained in the Lukiškės Prison. He was accused of being an "agent of British imperialism" and sentenced to eight years in the Soviet gulag camps. On 1 June 1941 he was sent to the Pechora labor camps in the northern part of European Russia, where he stayed until May 1942.

In June 1941, just after Germany attacked the Soviet Union, and following his release under the Sikorski-Mayski Agreement, Begin joined the Polish Army of Anders. He was later sent with the army to Palestine via the Persian Corridor.

Upon arrival in August 1942, he received a proposal to take over a position in the Irgun, as Betar's Commissioner. He joined the Jewish national movement in the British Mandate of Palestine.

The Irgun policy was based on what was then called Revisionist Zionism founded by Ze'ev Jabotinsky. According to Howard Sachar, "The policy of the new organization was based squarely on Jabotinsky's teachings: "every Jew had the right to enter Palestine; only active retaliation would deter the Arabs; only Jewish armed force would ensure the Jewish state".

Some of the better-known attacks by the Irgun were the bombing of the King David Hotel in Jerusalem on 22 July 1946 and the Deir Yassin massacre (accomplished together with Lehi) on 9 April 1948.

In 1947 "the British army in Mandate Palestine banned the use of the term 'terrorist' to refer to the Irgun zvai Leumi ... because it implied that British forces had reason to be terrified," but this did not stop others referring to it as a terrorist organization, e.g. the Anglo-American Committee of Inquiry, several media sources, and a number of prominent world and Jewish figures. Irgun attacks prompted a formal declaration from the World Zionist Congress in 1946, which strongly condemned "the shedding of innocent blood as a means of political warfare."

The Israeli government, in September 1948, acting in response to the assassination of Lord Moyne, dissolved the Irgun and Lehi groups as part of the Prevention of Terrorism Ordinance.

The Irgun was a political predecessor to Israel's right-wing Herut (or "Freedom") party, which led to today's Likud party. Likud has led or been part of most Israeli governments since 1977.

This is indicated by the fact that Israel responded to Egypt’s prior closure of the Straits of Tiran, its proclamation of a blockade of the Israeli port of Eilat, and the manifest threat of the UAR’s [The state formed by the union of the republics of Egypt and Syria in 1958] use of force inherent in its massing of troops in Sinai, coupled with its ejection of UNEF...It is indicated by the fact that, upon Israeli responsive action against the UAR, Jordan initiated hostilities against Israel. It is suggested as well by the fact that, despite the most intense efforts by the Arab States and their supporters,... to gain condemnation of Israel as an aggressor by the hospitable organs of the United Nations, those efforts were decisively defeated...The conclusion to which these facts lead is that the Israeli conquest of Arab and Arab-held territory was defensive rather than aggressive conquest.”

Judge Sir Elihu Lauterpacht wrote in 1968, one year after the 1967 Six-Day War: 'On 5th June, 1967, Jordan deliberately overthrew the Armistice Agreement by attacking the Israeli-held part of Jerusalem. There was no question of this Jordanian action being a reaction to any Israeli attack. It took place notwith¬standing explicit Israeli assurances, conveyed to King Hussein through the U.N. Commander, that if Jordan did not attack Israel, Israel would not attack Jordan...Although the charge of aggression is freely made against Israel in relation to the Six-Days War the fact remains that the two attempts made in the General Assembly in June-July 1967 to secure the condemnation of Israel as an aggressor failed. A clear and striking majority of the members of the U.N. voted against the proposition that Israel was an aggressor.'

Israel Has the Better Title to the Territory of What Was Palestine, Including the Whole of Jerusalem. Ternational law makes it clear: All of Israel’s wars with its Arab neighbors were in self-defence.


Professor, Judge Schwebel, wrote in What Weight to Conquest: '(a) a state [Israel] acting in lawful exercise of its right of self-defense may seize and occupy foreign territory as long as such seizure and occupation are necessary to its self-defense; (b) as a condition of its withdrawal from such territory, that State may require the institution of security measures reasonably designed to ensure that that territory shall not again be used to mount a threat or use of force against it of such a nature as to justify exercise of self-defense; (c) Where the prior holder of territory had seized that territory unlawfully, the state which subsequently takes that territory in the lawful exercise of self-defense has, against that prior holder, better title.

'… as between Israel, acting defensively in 1948 and 1967, on the one hand, and her Arab neighbors, acting aggressively, in 1948 and 1967, on the other, Israel has the better title in the territory of what was Palestine, including the whole of Jerusalem, than do Jordan and Egypt.'

Ramadan Gestures to PA: Soldiers Won't Eat, Smoke in Public

"Israel has announced several gestures meant to ease life and "demonstrate respect" for Palestinian Authority Arabs, the majority of whom are Muslim, during the upcoming Muslim holy month of Ramadan. The new procedures will go into effect on Saturday.

As one of the gestures, IDF soldiers have been asked not to drink or smoke in front of PA Arabs, many of whom will be fasting during the daytime throughout the month-long holiday. IDF spokesmen explained that soldiers will be allowed to eat when they please, but have been asked to refrain from doing so in public, in order to “demonstrate a high level of respect and understanding”

Soldiers and police have been given explanatory material regarding the holiday and its customs.

In another move meant to life for PA Arabs, the IDF will keep two crossings leading to Jenin and Ramallah open until midnight each day. Other crossings in the Jenin and Ramallah areas will operate 24 hours a day.

A third gesture will benefit both Israeli Arabs and PA Arabs: Israeli Arabs will be allowed to visit the PA-controlled cities of Jenin and Bethlehem during the daytime. Visits will be permitted on every day aside from Fridays, which are generally considered more dangerous due to the weekly sermons in mosques on that day, which are sometimes used to stir worshippers to violence.

Israeli Arabs may enter Jenin between the hours of 9 and 11 a.m., and buses will leave between 4 p.m. And 10 p.m. Visits in Bethlehem will be permitted to those with family in the area. In addition, PA Arabs with immediate family in Israel will be granted week-long passes to enter pre-1967 Israel for the purpose of family visits.
